How about a little bit of empathy?.

You are the customer (that manages the budget) and you need some software right now. However, the IT team is not saying you when they will finish it. However, the IT team wants more resources and they whine “we need more resources!”. Are they dumb?.

Failing the measure the project is one thing but it’s different to not to compromise to a deadline.

And it is the reason why Agile has never worked.
